Strong’s Concordance has it right with ‘Dominion’
אדון יחיד
אל מלך נאמן מושל בכולם ממעון קדשו עד עדי עד
The singular master
G-d faithful King
dominates over them all
from His holy dwelling
until eternity of eternities - Sepher Yetzirah
Here, says Aryeh Kaplan, מושל G-d dominates. “A MeLeK is a king who interacts with his subjects, and is therefore affected by them. A MoSHeL, on the other hand, is a tyrant and dictator, who rules, but is in no way influenced by his subordinates.”
At the same time: לַיהוָה, הַמְּלוּכָה; וּמֹשֵׁל we are to understand from Psalm 22, both of these are attributes.
